My independent shop says I have oil leak around the valve covers. They
want to replace the gaskets and seal with silicon sealer also replace
the vent tubes. What should be a reasonable cost for such a repair? Is
this a normal and necessary repair?

The leaks are at the secondary covers and are not repairable.

One complete new valve cover with gasket is around 140 EUR, the oil fill
neck 10 EUR. No tubes replacement needed.

Its a design problem of the glued little top covers and a problem with
edges of the oil drain openings at the byblow return hoses.

Changing the complete covers makes sure that the oil drain bottleneck is
removed.
